What is Nappy?

This mysterious river creature was created in 2004 as a public relations character for Nakagawa Ward, based on the characteristics of the ward, which is home to seven rivers, including the Nakagawa Canal, from which the ward’s name is derived, the Shonai River, and the Toda River. The residents of the ward named it “Nappy”.
